The Beckley Area Foundation

The Beckley Area Foundation provides oversight for scholarship funds established by individuals, firms and organizations wishing to assist students in furthering their education. One such organization is the WV Chapter of the International Association of Arson Investigators. Established in January 2001, the Robert Foster Scholarship will provide post high school financial assistance for eligible students. Founded in 1984, the WV IAAI is dedicated to training and educating those persons who investigate arson crimes and fraud. Over the past 36 years, this group has offered unsurpassed training to those who seek to learn the skills necessary to combat arson. Also, as a strong supporter of Law Enforcement and Fire Department personnel it is their goal to help those in need, and to offer guidance to those fighting arson in our great state. Comprised of Law Enforcement, Fire Department personnel, Private Experts and Insurance personnel they form a cohesive bond with one goal and one purpose. "To protect the innocent from those who see to commit the crime of arson."

It also honors the life and memory of Wheeling Assistant Fire Chief Robert H. Foster, who died October 29, 1991, in the line of duty. Along with his 25+ years of dedication to the fire department, he was also a member of the International Association of Fire Fighters, WV Arson Investigators Association. As an Eagle Scout, he continued to serve his community through the Salvation Army and the United Methodist Men's Group.


• Applicant must be a current resident of West Virginia;

• Applicant must be enrolling in an accredited WV baccalaureate, community or technical college;

• Applicant must be pursuing his/her first post high school degree;

• Applicant must be descendant of an active WV IAAI member or a deceased member who was in good standing at the time of the member’s death

• Applicant must have a cumulative grade point average (GPA) of 2.5 or higher on a 4.0 scale.

 You will need to think of someone to complete your recommendation form. Do this early in your application process as they will need to have it completed by the deadline 11:45 p.m. on March 1st.

West Virginia Chapter of the International Association of Arson Investigators, Incorporated and is hereinafter referred to as the Chapter. The name of the Chapter may be used by any member, if such use is in conformity with a policy established and approved by the Board of Directors.


The objectives and purposes of this Chapter shall be:

To unite for mutual benefits, those public officials and private persons engaged in the control of arson and kindred crimes.

To provide for an exchange of technical information and developments.

To cooperate with other law enforcement agencies and associations to further fire prevention and the suppression of crime.

To encourage high professional standards of conduct among members and to continually strive to eliminate all factors which interfere with the administration of justice.

To foster greater professional competence in the investigation techniques and recognition of the crime of arson in our society.

The Chapter shall not be operated for profit and its funds may not be used to align with any political body, group or persons to advance the candidacy of any individual.
